# Build a CASP that is _ready for scrutiny_.

Lithuania stopped being the easy jurisdiction. The registration regime for virtual currency exchange and wallet operators is closed, and a full authorisation from the Bank of Lithuania replaced it.

Lithuania’s transitional period for obtaining a crypto-asset service provider licence ended on 31 December 2025.

Most pages selling this service still describe the market as it was before that date. Counting the firms that came out the other side is the quickest way to see the difference.

As at 3 March 2026, the Bank of Lithuania had granted four CASP authorisations under MiCA: Robinhood Europe UAB, UAB “Decentralized” (CoinGate), Nuvei Liquidity UAB and Micar assets UAB.

## Start with the decision you actually have to make

Step 1

### [Which class are you in?](/requirements/service-classes/)

Nobody applies for "a crypto licence". You apply for named services, and that set fixes your class, your capital floor and half your documents. Pick your services and see the answer.

Step 2

### [What must you actually hold?](/requirements/capital/)

€125,000 is a floor, not a requirement. Article 67 asks for the higher of that and a quarter of your fixed overheads. Work out which limb binds you.

Article 62(2) item by item, plus the service-specific evidence each additional service drags in behind it.

## Three things the marketing pages get wrong

### The capital figure is the lower half of the answer

Competitor pages quote €50,000, €125,000 or €150,000 and stop there. Article 67 asks for the _higher_ of the Annex IV floor and one quarter of your fixed overheads, reviewed every year. Past roughly €500,000 of annual fixed costs, a class 2 firm is governed by its own cost base. [Work it through](/requirements/capital/).

### The 40-day clock does not start when you file

It starts when your file is _complete_. Before it sits a separate 25-working-day completeness check, and an application still incomplete after the authority's deadline can be refused review altogether, which ends it without any decision on the merits. ### Only one request for information stops the clock

The authority may ask for more, but no later than the 20th working day of the assessment, and the suspension is capped at 20 working days. Every later request runs against a clock that keeps ticking. [How that plays out](/licensing/application-process/).

## Where the numbers here come from

Every date, figure and firm name sits in a [single source register](/sources/) with the primary document it was read from and the date a person read it. Claims not yet checked against the primary text are marked as such and cannot be published. The production build fails rather than shipping them. Two are held back right now, one of them a Lithuanian fee figure repeated widely online that no primary instrument supports.
